Shut Down at Kunihar, Barotiwala & Restrictions Imposed By HVPNL

Requests for Shutdown:


On dated 01.12.2009, a shutdown was requested by Sr. XEN, 400 kV T&C Division HPSEB, Nalagarh on 132/66 kV, 25/31.5 MVA T/F bank no. one at 132/66/11 kV substation Barotiwala. This transformer feeds Nalagarh, Parwanoo area & some industrial units at Barotiwala and a load shedding of around 70-80 MVA per hour was involved during this shut down.


Also 220/132 kV substation Kunihar was planning for a shut down on its both 220 kV buses (Bus-A & B).


At the same time, SE SLDC (Op), HVPN, Panchkula also requested to restrict the load on 220kV Panchkula-Baddi-Kunihar & Panchkula-Kunihar ckts to 80-90 MW to facilitate them to avail shut down on 220 kV Abdullapur-Tepla ckt-II & 220 kV Panchkula-Tepla ckt-II on 05.12.2009 w.e.f.09:00 Hrs to 14:00 Hrs.


Plan of Action:


It was planned to combine all the three shut-downs & the consent was given to Barotiwala and Kunihar Substations for 10.12.2009 (w.e.f 10:00 Hrs to 17:00 Hrs) & to HVPNL (w.e.f. 09:00 Hrs to 14:00 Hrs.).


Bhaba P/H (which is synchronized with Kotla & supply was extended upto Kunihar substation through 220 kV Bhaba-Kunihar & 220 kV Bhaba-Kotla-kunihar ckts) with Kotla Substation and extended up to Jutogh through 66 kV system by Kotla-Kumarsen-Gumma-Jutogh.


Baddi Substation was made to feed independently from Panchkula supply. To make 220 kV buses idle at Kunihar, all the feeders (which were on Panchkula supply) are to be shifted to Jalandhar supply. Moreover to facilitate Barotiwala to avail shut down, 132 kV Kunihar-Barotiwala was planned to be opened from Kunihar as well as Barotiwala end.


Major Problems faced:



  1. Consent to HVPNL was given w.e.f. 09:00 Hrs to 14:00 Hrs, whereas other two shutdowns were planned to start w.e.f. 10:00 Hrs.

  2. Shut down at Barotiwala Sub-station (which was planned w.e.f. 10:00 Hrs to 17:00 Hrs.) started at 12:20 Hrs. delay was because of Hon’ble CM’s visit to Nalagarh which was not reported to SLDC in advance by Barotiwala sub-station.


Shut downs, if planned individually may result in load shedding of around 3 times the load shedding done by combining all these shut downs.
